How much notice does a landlord have to give before raising the rent in Los Angeles?
Short answer
At a glance: 30 days (RSO; 10% or less); 90 days (over 10%)(includes broader California rules that also apply here; details below)
RSO rent increase: once per 12 months, 3% for July 1, 2026 - June 30, 2027; 30 days' notice
Notice: At least 30 days before the rent increase takes effect
RSO rents may rise once every 12 months by LAHD's allowable percentage: 3% from July 1, 2026 through June 30, 2027. Since February 2, 2026, no extra utility percentage may be added and the formula is 1%-4%. Give 30 days' written notice (90 if over 10%).
"Unless amended by the City Council, the annual rent increase for rental units subject to the City of Los Angeles Rent Stabilization Ordinance (RSO), effective July 1, 2026, through June 30, 2027, is 3%." housing.lacity.gov
"RSO rent increases are permitted once every 12 months." housing.lacity.gov
"Effective February 2, 2026, the RSO annual rent increase must not include any additional percentage increase for utilities." housing.lacity.gov

Who it covers: Rent Stabilization Ordinance (RSO) units: generally buildings first built on or before October 1, 1978 with two or more units on the parcel (apartments, duplexes, two+ houses on a lot, ADUs on such lots), plus some condos/townhomes and replacement units. Check ZIMAS (zimas.lacity.org, Housing tab). Calendar filter uses built before 1979 as an approximation of the October 1, 1978 cutoff, and 2+ units on the property. Condos: an individually owned condo or townhome is not caught by this filter even though some are RSO (for example, condos rented as apartments before conversion); if ZIMAS or LAHD says your condo is RSO, these rules apply to it too.

Notes: LAHD bulletin and Renter Protections page (formula amended effective February 2, 2026). Non-RSO units fall under the state cap (Civ. Code §1947.12) unless exempt; the JCO itself does not regulate rent.
